CSCNM Governance and Membership

Legal Structure

The Coalition is a nonprofit, nonpartisan membership organization representing and serving New Mexico’s cities, counties and Native American pueblos, nations and tribes. It exists within the Santa Fe Community Foundation (SFCF), which is a 501(c)3 organization and is the Coalition’s fiscal sponsor. Under that umbrella the Coalition operates as a program, with the ability to guide its operations and seek membership dues, grants and donations to fund those operations.

Membership

CSCNM Member Communities may be cities, counties, and other governments, represented on the Coalition by an elected official. Full membership is comprised of one elected official, or other designee, as a point of contact, and other appropriate staff designees. They participate in decision-making about CSCNM policies, priorities, and actions, and they bring the concerns of their constituents to CSCNM. Additional staff members and partners from membership communities are welcome to attend specific activities.

As a Coalition, CSCNM works to align policy interests and goals among Member Communities into one strong and coordinated voice advocating for a sustainable future. Membership services include:

  • Advocacy: A key activity of the Coalition is combining policy interests from a number of communities into a cohesive voice advocating for state policy. At times, the Coalition will initiate legislation, as desired by its members, and share Resolutions for consideration at the local level.

  • Collaboration and Networking: The Coalition will work with members to identify areas of sustainability that can best be resolved through coordinated action and leveraging collective resources, both by governments, private, and community-based organizations. The Coalition will develop opportunities to share best practices.

  • Solutions Development: The Coalition will convene working groups to develop multiple-stakeholder solutions to priority challenges. It will also secure funding support from state, federal and philanthropic sources to further support these activities.

Governance

The Coalition is guided by its Board of Directors, Working Groups, Technical Advisory and Members Services (TAMS) Committee, and Executive Director and other Coalition staff. The TAMS Committee is comprised of all Coalition Members and recommends priorities, activities, and policies to the Board of Directors. The Chair of TAMS serves on the Board of Directors. Working groups will be formed to further develop policies and strategies relevant to the Coalition’s policy platform. Day-to-day activities and the work on policies established by the Board of Directors are carried out by the Executive Director and staff.
